Question: if you collected your severed fingers in ice, patched up your hand and hopped on a transatlantic flight to the UK, would the NHS re-attach them for free? I am sure the trip would cost considerably less than $12,000..
If they were properly preserved then I’m fairly sure the NHS would re-attach them for free. However, I’m also fairly sure that you’re not allowed severed body parts in hand-luggage.
